Redesign the Content translation project description page to be more useful

Description

https://www.mediawiki.org/wiki/Content_translation needs a thorough refreshing, now that the project is enabled as a beta feature everywhere and has hundreds of users who may want to send feedback, get information, get support, help with bug fixes

We need to understand who are the users, what do they need, how frequently do they need it, etc., and redesign the page accordingly.
