CSSJanus should flip background-position even if it was not explicitly specified

Description

A common RTL bug is that background-position doesn't specify explicit alignment and the image appears on the wrong side in RTL wikis. It's not hard to fix (see https://gerrit.wikimedia.org/r/#/c/226613/2/modules/tools/styles/ext.cx.tools.linker.less ), but it would be better if it would be automatically flipped even if 'left' is not explicitly specified.
