Currently the announcements module appears even when empty, comes with an always displayed note on how to add announcements, and has no structure as to how the announcements themselves appear.

It should:

• Only appear in full if there are announcements, and hide the header and whatnot otherwise. With no announcements, there should only be a simple link to add some.
• Not display the instructions on the wikiproject page itself, just noinclude that or something.
• Use some sort of formatting subtemplates to structure the announcements themselves and discourage adding in random h2s and discussions and really long things.
• Incorporate some (simple) way to include discussions/longer descriptions without them necessarily showing up on the main wikiproject page.
• Auto-removal of old announcements
