Implement priority prediction functionality for WikiProject tasks module

Description

The tasks module implements assessment-related worklists for (a) pages not yet assessed for quality and (b) pages not yet tagged by the project. See example. A natural next step is to create a worklist for pages not yet assessed for priority, which is very hard. Work started on this with @Halfak but currently stalled; it should pick up again someday.

@Sumit: Hi! Could you maybe share a status update? Are you still working (or still plan to work) on this task? Or is there anything that others could help with?
If you do not plan to work on this task anymore, please remove yourself as assignee (via Add Action...Assign / Claim in the dropdown menu) so in theory, others could work on it. Thanks!

Hmm. I'm not sure that @Sumit was ever working on this.

@Nettrom did some work to build an importance prediction model. I wonder what it would take to bring that online.
