Review the Engineering Community team workflows

https://www.mediawiki.org/wiki/Engineering_Community_Team#Regular_activities was documented recently, but it already needs improvement in two ways:

  1. The workflows must be defined by goal more than by space. Why do we do this regular work?
  2. Let's update the list considering T98358: WMF to integrate, consolidate, and pause or stop stalled initiatives and T104343: Goal: Evolve Engineering Community team into Developer Relations team, fixing missing workflows, overlaps with other teams, and things that we simply prefer not to focus on.

  • Keep technical discussions productive and friendly
  • Scan new Phabricator tasks, escalate important issues, help users and developers
  • Identify Easy tasks and Possible Tech Projects for technical contributors
  • Organize a continuous stream of tech sessions
  • Support complex WMF Engineering team off-sites
  • Monitor tech community metrics to allow recognizing trends
  • Triage the oldest open code reviews

Meh, I think we can leave the current list as it is and, if anything, come back as we complete T104343: Goal: Evolve Engineering Community team into Developer Relations team. Moving on for now.
