The TitleBlacklist doesn't work at all? Or it just doesn't work for new accounts? New account entries only work from meta now after T38939: User name blacklist should be managed globally to avoid SUL fragmentation.

I mean New account entries. so I submitted a request for Persian (Farsi) at Talk:Title blacklist and hope some one merge it :)

Only https://meta.wikimedia.org/wiki/Title_blacklist works. You should make a request to copy local username blacklist to this page. See https://gerrit.wikimedia.org/r/#/c/195623/.

At a point in time we will/should get the mediawiki message bot to add a standard message to all the "Mediawiki talk:Title blacklist" pages. The thought/skill/task of compiling the list of active pages to edit has escaped me.
