MediaWiki:Titleblacklist is disabled on local wikis

Description

At fa.wikipedia MediaWiki:Titleblacklist is disabled.
Some month ago i checked it and it was ok. now it doesn't work.
for example I made these users
user:Main page 567889
user:دانشگاه ما
دانشگاه ما user:۲
and it doesn't show any error or alarm. please active it

The TitleBlacklist doesn't work at all? Or it just doesn't work for new accounts? New account entries only work from meta now after T38939: User name blacklist should be managed globally to avoid SUL fragmentation.

I mean New account entries. so I submitted a request for Persian (Farsi) at Talk:Title blacklist and hope some one merge it :)

Only https://meta.wikimedia.org/wiki/Title_blacklist works. You should make a request to copy local username blacklist to this page. See https://gerrit.wikimedia.org/r/#/c/195623/.

At a point in time we will/should get the mediawiki message bot to add a standard message to all the "Mediawiki talk:Title blacklist" pages. The thought/skill/task of compiling the list of active pages to edit has escaped me.
