Measure the number of translated articles that were not edited after initial publishing

Description

In the current state of the tool, after publishing users need to do some further editing (to add infoboxes, more content and fix some glitches in the generation of markup). According to the discussion here there may be a relevant number of articles for which the authors just publish and leave clean up work for the community.

Although it is not a perfect measure, it will be helpful to have an estimation of the articles that were just published without any further work on them after a day (or any other significant time frame). We may want to count those articles not modified by anyone, those not modified by the same author, or both.

We may not need to add a new graph to the stats page, a query available in quarry may be enough to get the initial data.
