https://gerrit.wikimedia.org/r/233115 implements a module for language suggestions. It might be more sensible to use that instead of a 'finite' selector at least until we know for sure how to get a comprehensive list of supported languages.

Looks good to me provided the language in the grey dummy text also changes when you switch the language in the dropdown.
That's only possible with JavaScript.
The server should probably output language-neutral messages such as "wikibase-label-edit-placeholder", then the client can update the placeholder using "wikibase-label-edit-placeholder-language-aware" etc.
