Run an A/B test based on the phrase slop setting in Cirrus

Description

Our next A/B test is around "phrase slop" - the number of words' distance a user's search can have from a direct match for that to /be/ a match. This is currently set to 0; we would like to A/B test setting it to 0, 1 and 2.

Each setting should be given 1% of Search traffic, starting on Thursday, 20 August 2015.
