Enable 4320p (aka 8k) video support in TMH

Description

Please add support for transcoding 8K videos.

Benefits are we would be a head of most video services which doint support it yet.

Higher quality. and once h265 support is added it would use less bandwidth.

Also it will benefit the future because if someone wants the support the support will be there.

Like 4k is off by default so can 8k.

No practical use for 8k other than VR video, which we don't support, and even if we did handling the conversion would be extremely expensive. Declining.

Even 4K is behind the premium flag on Youtube now, mostly because it was disproportionately costly compared to the usage.
