New pages feed incorrectly displays IP user as blocked when article was moved from the talk namespace

Description

A page was created by an IP user in the talk namespace (because said user couldn't create articles), and I moved it to the article namespace. However, when the page is viewed in the new pages feed or via the "page info" function of the page curation tool, it warns that the user creating the page was blocked, even though no such block appears in their log.

Likely steps to reproduce (untested):

  1. As an IP user, create a new talk page without an associated article.
  2. As a logged in user, move said page to the article namespace.
  3. In the new pages feed, the user will be marked as blocked.

As a random guess, it might be that the tool is assuming that the user is blocked because they are a user that would be unable to create the page.

Unable to replicate (the article doesn't show as created by a blocked user after moving to mainspace). It is possible that the code changes in the last 7 years have fixed this issue.
