This task is specifically to synthesize all of the conflicting definitions of Maintenance Fraction from the pilot and produce a consistent definition to recommend. This is blocked because we no longer have a primary customer for this particular work. Maintenance fraction can be generally useful to lots of people, but this task refers to nailing down a specific definition of Maintenance Fraction for strategy or finance or other stakeholders with clear, immediate, well-defined needs. In the absensce of such stakeholders, this task is deep-frozen. CC'ing Wes because he may actually be that kind of stakeholder.
Otherwise, figure out how to implement "deep freeze" of paused tasks in Phabricator - see T120991: Pilot a per-project wiki page - and deep freeze this so we don't see it on our boards.
