We were originally told this was a 'retry soon' error, but it's actually a 'your CPF doesn't check out' error. Change error messaging.

Apparently this is similar to 'user unauthorized due to cadastral situation'. We should treat it like that and fail the donation.

@Ejegg did this get resolved? or should we be concerned about this before getting more countries online?
