But that can't happen, right?

If the parameter was dropped, then I'd expect it to be dropped consistently.

AFAICT, RB is passing it to Parsoid when transforming from wikitext to HTML consistently. Is this, thus, still an issue? Can we close it?

We still don't know what happened there but there haven't been reports of these again. So, we can open another ticket if we see any more instances of this.

Here it happened again on December 2 2015:

https://he.wikipedia.org/w/index.php?title=%D7%94%D7%A4%D7%90%D7%A8%D7%A7_%D7%94%D7%9C%D7%90%D7%95%D7%9E%D7%99_%D7%98%D7%95%D7%A0%D7%92%D7%A8%D7%99%D7%A8%D7%95&curid=301446&diff=17819180&oldid=17819144

It's in Hebrew, but you can clearly see the spaces inside <nowiki> in the beginning of a paragraph.

I cannot reproduce it, but it does sound like what's described initially - intermittent non-reproducible scrub failures, so I'm reopening.
