Description

The wikitext-to-Flow conversion process copies templates that are above the first heading into the siderail. That includes welcome templates, which isn't helpful, and then the user needs to edit the siderail to take it out.

Can we filter for templates with the word "welcome" and appropriate translations? It's okay if we don't catch every edge case.
