When a recent database lock happened on enwiki, I opened the protect/unprotect
screen for an article, which gave me the following message:

Your account does not have permission to change page protection levels. Here are
the current settings for the page (pagename):

It should instead show the message saying the database is locked. Trying again
after the slaves finished catching up gave me the normal protect/unprotect screen.
