Create a new DerivativeFX after the Toolserver shutdown [AOI]

Description

Let's create a tool to help compare license compatibility for derviatives. Shouldn't be that hard now that all licenses has these metatdata tag on them. Only need a database with which licenses are compatible with which licenses (and versions) and a nice UI.

I started a proof of concept some time ago, but dropped it hoping UploadWizard would have been able to handle derivative files.

(even just a thing you can add different licenses (versions of different licieses also included) in to and run some boolean operators on to see if they are comaptibe with eachother would be great.)

Would this proposal fit in Possible-Tech-Projects for i.e. the next Outreachy round?

The tool in question has security issues and is outdated.

This task was proposed in the Community-Wishlist-Survey-2016 and in its current state needs owner. Wikimedia is participating in Google Summer of Code 2017 and Outreachy Round 14. To the subscribers -- would this task or a portion of it be a good fit for either of these programs? If so, would you be willing to help mentor this project? Remember, each outreach project requires a minimum of one primary mentor, and co-mentor.
