Description

testWebCiteOlder has failed for quite a while.
The data returned by webcite changed, and weblib.getWebCitationURL hasnt been updated.

Install memento_client to workaround this problem.

This functionality is no longer used by Pywikibot-weblinkchecker.py if memento_client is installed, since 3bf9bfacb09a5.

The test subclass weblinkchecker.py, called WeblibTestMementoWebCite, has started reporting as an unexpected success.

weblib will be removed from package in favour of mementoclient
