Demonstrate functioning on testwiki
Talk to a relevant admin and get User:Citation Bot unblocked so that doibot and the citation expander gadget can make edits again.

Would probably be good to ping Materialscientist or Xaosflux whenever Martin is ready to test against English Wikipedia. They are both admins familiar with Citation bot.
