As seen in the image, Special:UploadWizard (in the example, the "Use" phase) shows a preview where the image as incorrectly rotated. However, the image is rotated correctly in image viewers (such as Gwenview 4.14.0 pre) as well as by the actual MediaWiki thumbnails.
This is confusing for users.

I discovered T110802: UploadWizard does not handle mirrored EXIF rotations when displaying thumbnails when trying to reproduce this, but the image here uses a regular rotation and works for me.
