Where are the different messages coming from?

I tried it with a few other languages, and none of the others changed after loading..

Re: "12 hours ago". At lvwiki, when page is loading, it shows "pirms 12 stundām", which is completely OK. When the page is loaded, it shows "12 stundas agrāk" (not so OK). But I can't find the corresponding Mediawiki message (using uselang=qqx).

Can you try using ?uselang=qqx and seeing if the message key changes after load?

Also note that 15 hours changes to 16 hours. And no - it didn't change, because time goes. I did a reload some more times - it happened all the time.

I am told Moment doesn't support qqx, so it's not super easy to figure out which message key is being used. I suspect there are two message keys for no good reason. Let's see if they can be found in lv.json.
