'flood' user right configuration change at es.wikibooks

Description

Discussion with no opposition (we're a little project). This is to amend the current configuration and remove duplicity. Currently sysops and bureaucrats can add and remove this right from any user. Change will consist in bureaucrats being able to add and remove this right from anybody, but sysops be able just to add/remove the right from themselves. This is how we wanted the system to work when we first. However since at the Spanish projects bureaucrat rights are also given with sysop rights when we pass a RfA, this change is entirely non-controversial and will not break at all the working of the site. Gerrit patch will follow.
