Single quote headlines fail to load

Description

On Wikinews, pages with single quotes in their headlines have inexplicably ceased to work. Firefox gives the following error:

"Firefox has detected that the server is redirecting the request for this address in a way that will never complete."

Examples:

Note that the middle of these is presently linked from the main page.

History etc links work as normal:

All of these work for me on FF40 and Chrome 46

Interesting. Neither myself nor user:Pi zero could get any of these to work, but we could get similar characters to work on Wikipedia.

Even weirder; Internet Explorer works.
