Gabriel is not convinced by the idea of splitting the public-facing REST API from the abstract revision storage service, as discussed in the RFC meeting on November 5. He requests that a counter-proposal be written, in the form of a design document with a basic rationale.

That seems like a reasonable request to me. I thought Aaron would be the best person to do this.
