Send beta cluster Jenkins alerts to betacluster-alert list

Description

T790 created a mailing list dedicated to alerts on the beta cluster. I guess we want the various Jenkins job that update code to send their result to that list as well. Currently they are sent to qa-alerts.

Should be good now. The jenkins-bot email is a mail alias spamming a few people including myself and I can confirm the mail notifications are properly received.

I have disabled mail delivery in mailman and changed the user password.
