Joal has the beginning of that task started a while ago

1. Add a subworkflow facilitating sending emails to the team
2. Send email from the load workflow if it breaks (preventing the run of dependent jobs)

Scope: only update the load workflow.... (even though we could update every workflow to send an email on failure)
