Decide if and how to track "personal" TPG work?

Description

Joel added ~15 Phlogiston tasks to the Team-Practices board, raising questions:

  1. What is "personal" TPG work? Work that does not involve multiple TPG people for triage or tracking or progress.
    • Examples: Joel's Phlogiston work; David's upstream Phabricator tickets; Grace's RelEng testing initiative (which is on the RelEng board)
  2. Should this work be on the Team-Practices Board?
    • yes, so that we have a complete picture of TPG scope of work
      • (could we use a single tracking task or Epic to address this?)
    • no, because triage/in progress doesn't require multiple people
    • yes, because we want to communicate and celebrate completion of individual tasks
  3. Possible future Best Practice for Foundation - personal task tracking?
