Expose the configuration for the toolbar containing help and meta

Description

While the configuration for the edit toolbar is exposed in a way that gadgets/user scripts can modify it to add more tools or remove existing, the toolbar for help and meta is hidden in ve.init.mw.DesktopArticleTarget.js without an easy way to access and modify it. It would be nice if gadgets could e.g. add their own help pages (something specific for the gadget, or the wiki etc.) there.

I don't know whether something changed, or whether at the time of reporting I just didn't see it, but the configuration is available via ve.init.mw.DesktopArticleTarget.static.actionGroups for I long time and can be used to add extra tools etc.
