Description

Users can create a new collection.

The collection is given a name and description when it is created.
Options are available to define its use as part of a campaign (suggested dates and languages).
More options may be needed in the future.

When there are no collections et, a single list (of suggestions) is shown from which new collections can be created (using the folder icon).

Once a collection is created, a specific section is created for collections. From there, users can also create new lists.
Once a collection is created, it has a "more" menu from which users can remove it.

It would be very helpful if there was an option to create a list using a Wikidata query so that the list does not need to maintained when the subject changes, e.g an official list of sites
