OO.ui.PopupButtonWidget cannot be dismissed when losing focus in iOS

Description

You can see this when running the OOjs UI demo page in iOS vs desktop; the popups that are otherwise dismissed when clicking outside of them on the general document are not being dismissed in iOS. The only way to dismiss them in iOS is through the button toggle.
