Add more adequate interface for linking to topics

Description

We should make it easier, preferably in just one click, to make a topic URL available to the user for copying, without going away from the board.

Please visit https://docs.python.org/3/library/socket.html#socket-families for an example. You move mouse over a heading, and a special paragraph sign appears which, when clicked, alters the browser URL bar text to a link to the corresponding section.

The feature you mention on the Python docs page is basically T18691: RFC: Section headings should have a clickable anchor. The difference between that feature and topics in Flow is that topic permalinks are not hash links at the same URL, but links to a different URL that only shows that topic (there's T60251: Flow: links back to board from a topic should display board starting at that topic for that). You can, however, right-click the "Permalink" option in the dropdown to copy the topic URL.

I suppose that once we do T60251: Flow: links back to board from a topic should display board starting at that topic, we could use history.pushState() to update the address bar without leaving the page.
