Wikipedia Zero warning interstitial title should be customizable per partner

Description

The title of the warning interstitial dialog should be customizable so as not to require developer intervention for wording changes.

Add a dictionary of language-code-to-message pairs under the parameter "exitTitles" to override the default title.
Example:

"exitTitles": {
  "en": "Example",
  "es": "Ejemplo"
}

@Yurik, if you could please review. I'd like to deploy this asap, although I know there are no more deployments this week. I'll be at the Reading Web off-site next week, but I think you can agree this is a pretty low-risk deployment and can probably do it while I'm gone.

@jhobs how can I test?

@Jdlrobson there's no good way for you to test it until it hits all wikis on Thursday since we couldn't get your local instance working. I could test it locally via screenshare though if that would be acceptable.
