Exclude users in bot user group from survey_users.py

Description

It looks like some bots showed up in the tech support survey even though we were excluding looking at edits marked as bot edits. This is likely because some bots aren't marking their edits as bot edits (even though they should). To make the survey_users.py script more fool-proof, we should also exclude users that are in the 'bot' user group. (This is indicated through an entry in the user_groups table.)

Not high priority, since we aren't going to use this script again for a while, but we should fix it for the future.

I confirm this 2 bots do not always use the bot/flood flag of the RC table, this is intended because they are not flooding RC and its useful to see some of their modifications in watch lists.
