Add a customizable field for text or template on top of Flow boards

Description

Based on this feedback the idea would be to have a top bar on a Flow board, on which people can add a short sentence or a navigation bar.

For example, on these pages, the nav bar allow people to switch from one page to an other. On the related Flow board, this nav bar is stuck on the right.

Several volunteers (including myself) have also noticed it would be cool to have this field on user talk pages, to warn people when you are on a wikibreak for example. Having this kind of information on the right rail is not always seen.

It used to be at the top and be called the 'header'. We deliberately moved it to the right (for desktop/laptop, at least) and renamed it to 'description', to solve two issues:

  1. We didn't want people to have to scroll past a large amount of text before getting to the conversations. This is still an issue. Even if the wikitext is short, it's difficult to technically ensure that the resulting rendered content is short.
  1. We wanted to allow people to have the main discussion content be wide or narrow, and toggling the sidebar is one way to do that.

I suggest closing this.

I understand that, that's why the idea is to have a limited high, just for one sentence or a nav bar like in my example. Some people requested to have the side bar moved on top, and I've explained them it was not possible for the reasons you give me. But a narrow nav bar is not an problem imho.

If the top nav bar is between page title and the board itself, the toggle is still possible.

Declined in favour of pinnable tabs for important announcements. We don't want multiple descriptions/headers.
