We need to create a small page giving people instructions for proposing technical wishes for Phase 1 of the Community Wishlist survey (See https://www.mediawiki.org/wiki/Community_Tech_team/Community_Wishlist_Survey#Phase_1:_Submitting_proposals). This page should be marked for translation so that it is usable by people from as many different projects as possible.
This page will either be transcluded or prominently linked from https://meta.wikimedia.org/wiki/2015_Community_Wishlist_Survey.
