Every WMF engineering team should have a "Contact" section on its public wiki page

Description

I'd expect each WMF engineering team's wiki page (mostly on mediawiki.org) to have a section called "Contact" with mailing list and IRC channel information, for the sake of transparency.

(Side note: When new teams / contact means are established pages to update should likely also be documented, like meta:IRC/Channels)

Note that not all departments/teams have a requirement for an IRC channel or a mailing list - can also be totally unneeded overhead.

I could also create a new Template (for each Team) if Feedback template is not what we want to use.

An unique would be better than have one template for each team/project. That would help to T121500: Unify product documentation for users to make it easier to share, translate and edit.

Design speaking, I advice to have this template as a column, like infoboxes. Banners are mostly for warnings.

I recommend to focus on teams here. Project templates is a different topic, there are a couple being used and then there is the one we started prototyping last year (in relation to a TCG task that I cannot find).

As of 2023, it seems that WMF's ERC working group has been working on a template which is currently supported only internally in WMF's officewiki.
However, there might be efforts going on by the WMF Communications team (as far as I have been told).
