Scap3's checks.yaml file should be optional

deploying without a scap/checks.yaml file should be possible. Currently, this just blows up.

I wasn't able to reproduce the bad behavior without a checks.yaml file entirely, but I've fixed the other cases.

I had to create checks.yaml in order to get it to work.
