I was trying to run a test to see what modifications I could make to the interface message that users encounter when trying to create an account that matches an expression in the title blacklist, but I was still able to create the accounts. Even after blacklisting everything: https://test.wikipedia.org/w/index.php?title=MediaWiki:Titleblacklist&curid=80922&diff=244477&oldid=244476, MediaWiki warned me when I tried to create any page that I was overriding the blacklist, but still allowed me to create an account (without checking the override title blacklist box). Am I missing the obvious here, or is something broken?

Thank you. I was expecting to see an error while attempting to create the account due to a conflict with the title blacklist, but instead the account was created.
Due to SUL finalization, the title blacklist for new accounts is now managed globally, and rules that block account creation can only be added from the meta title blacklist.
