'hoo said so' isn't a great reason to request this sort of access... are you actively contributing to MediaWiki outside of the Wikidata extensions?
Technically if I consider your question in the strict sense (only actual patches in Mediawiki core and extensions that are not related to Wikidata): I only have a few patches I uploaded and probably less than 50 reviewed patches there. But again technically that means yes I am actively contributing to Mediawiki outside of the Wikidata extensions. You were involved in one of the patches I contributed to core. I think the last patch in this category I nagged someone to +2 after my +1 was in mediawiki/extensions/BoilerPlate and is trivial.
When looking through my last few contributions that are Wikimedia related (instead of only directly Mediawiki core and extensions) but have no direct relation to Wikidata these are some of the repos:
integration/config
integration/jenkins
operations/dns
operations/puppet
operations/debs/adminbot
operations/mediawiki-config
pywikibot/core
...
I have added @JanZerebecki to Gerrit group mediawiki

Please someone write the proper announcement on behalf of the Kabal to wikitech-l or any other relevant place.
