Description

When education popups were merged in VE, they started appearing in Flow too: T116643: [betalabs] First invocation of a Link inspector displayed cut off on a Flow board. IMO, these would ideally be in ArticleTarget, but if they're not going to be there, perhaps there could be some sort of API so other targets can disable these popups.
