As a user who frequently visits pages but is unaware of the save feature, I'd like a helpful hint to find save feature.

If a user navigates to the same page more than once, display a small bottom sheet that encourages user to save. The prompt will not show when the page is already saved in a list. This will aid users who would be likely to use saved anyway, and provide visibility to the feature.

Optional:
Do not show message if a user has more than 10 saved pages.
Do not show message if user has dismissed message more than once.
