Most mobile sites have a footer link that allows viewing the desktop site even from a mobile device. Failing that the mobile browser functionality (request desktop site) can simulate this. The phabricator site however does not allow for this.

Phabricator has no separate desktop/mobile sites, but a single site with a responsive UI.

These features that are not available on "mobile" would not be functional on "desktop", because they are the same and one. Therefore, even if you could trick Phabricator and make it display the desktop UI in your mobile device, that functionality would not work. This leaves us no reason to provide desktop UI on mobile. I propose declining this task.
The root of the problem is to provide this functionality in mobile:
- T1171: Batch Task Editing not possible on touch devices (cannot select several tasks)
- T1026: Mobile task and mockup creation interfaces don't allow file uploads
- Workboard operations to be included here as well.
