[Phragile] [Task] Can we make link to phragile configurable so it can be used outside of WMF

Description

For now, the phragile itegration in phabricator-sprint-extension is kinda fragile. (I would never do that again).
Indeed the phragile url is hardcoded. Is it possible to make another configuration entry (like sprint.phragile-uri) so one can use this outside of WMF ?
