For globally expanded cohorts, for global metrics, we want to roll up results by user (regardless of the project of the user) and then come up with one number for the whole cohort.
This will probably mean a report with a different ReportNode hierarchy than RunReportNode -> AggregationNode (probably RunReportNode -> AggregationNode -> GlobalAggregationPreparationNode) or something named more sensibly.
