Enable VisualEditor for some user groups at the Spanish Wikipedia

Description

Please enable VE at es. wiki for existing registered users and new registered users, per the outcome of their poll at this page .
For new editors, let's go with a gradual rollout, mainly to make the life of patrollers, newbies' helpers etc. a bit easier.
(IP editors are not to be included for the moment.)

  • November 3rd: 10% of newly registered users get the VE tab.
  • Nov 10th: raise the threshold to 25%
  • Nov 17th: 50%
  • Nov 24th: 100%
  • Dec 1st: all the logged-in editors get the VE tab.

Current plan is starting the rollout progressively for newly registered editors,
then extending VE to all logged-in editors after that:

November 3rd: 10% of newly registered users get the VE tab.
Nov 10th: raise the threshold to 25%
Nov 17th: 50%
Nov 24th: 100%
Dec 1st: all the logged-in editors get the VE tab.

Per a recent update I gave at es.wiki, it's probably a good idea to remind the community when the new users rollout is complete and that the one to other registered users is coming, so I'm going to put that on my calendar for the 24th.
