create #ops-eqdfw & #ops-eqord projects

Description

Operations has a project for every datacenter deployment: ops-codfw, ops-eqiad, & ops-esams. We now have two new peering sites (currently just a single router @ each site), eqdfw & eqord.

To follow convention, I'd like to create ops-eqdfw & ops-eqord. These will track any open issues or tasks for on-site or remote hands work at these two sites.

I'll leave this task in Project-Admins for a few days of review. If no one objects, I'll create these two projects.

Seems to just be keeping consistency with the existing pattern, I would just go ahead and create them, then document it at T103700 per https://www.mediawiki.org/wiki/Phabricator/Project_management#Types_of_Projects

I was simply being paranoid. I'll go ahead and create these later today and will update that page, thanks for linking it @Krenair.

I've created both ops-eqord and ops-eqdfw. I then logged into the admin account and added both of those to https://phabricator.wikimedia.org/herald/rule/15/

I've also normalized all the #ops-site projects, as some had the edit rule of WMF-NDA (old settings) and some had #acl*operations-team & admin. Now they all have #acl*operations-team & admin as edit rules, while all users can join.
