Description

Login as a user that has some Messages notifications.
Go to Preferences-Notifications and un-check Flow option for Web.
Messages won't be displayed in the flyout - 'There are no notifications'. Unless there are old (about a month old) Messages '[a user] left a message on your talk page'.

Expected behavior: no Messages(not of any type or of any date) should be displayed.

This would be controlled by the Web column of the "Talk page message" row, but we deliberately don't let people uncheck this.
