ToC only loads a total of 100 topics

Description

The ToC is supposed to have infinite scroll, but it only works once. It will load at most 100 topic titles, but there is not supposed to be a limit.

May be related to T114456: Main topic list pagination can only paginate at most 500 topics (less sometimes, apparently due to moderation)
