Simplify FlaggedRevs configuration settings for protection-based configs

Description

Enabling a protection based config requires tweaking a large number of config variables that are not mmeaningful in this case.
Simply setting $wgFlaggedRevsProtection to true should be enough for a protection-based config. Same for a config that would only use deferred changes (T118696), or both.
