[Task] Introduce StatementSectionsView

Description

  1. Implement trivial Wikibase\View\StatementSectionsView sitting between PropertyView or ItemView and StatementGroupListView
  2. Move section heading info from Wikibase\View\StatementGroupListView to Wikibase\View\StatementSectionsView
  3. Add wikibase-statementgroup-identifiers message so that it gets translated before deploying
